Successfully Concludes

On July 30-31, 2026, the Second International Conference on Climate Resilience and Low-Carbon Cities (iCCRLCC 2026) was successfully held in Alaer, Xinjiang. The conference was hosted by Tarim University and organized by theCollege of Water Conservancy and Architectural Engineering of Tarim University, with support from Chongqing University, the University of New South Wales, the University of Queensland, Tsinghua University, Tianjin University, Shanghai Jiao Tong University, Nanjing Tech University, Xinjiang University, Universiti Malaya, the Natural Resources and Planning Bureau of the First Division Alar City, Zhejiang Urban and Rural Planning Design Institute, the Xinjiang Territorial Spatial Planning Society, and Shanghai Huace Navigation Technology Ltd., among others. Centered on frontier topics such as climate adaptation policies, green infrastructure, renewable energy applications, low-carbon urban planning, smart city technologies, and community resilience building, the conference provided an open, diverse, and practical academic exchange platform for experts, scholars, industry professionals, and young researchers in related fields.
Opening Session: Rooted in Alaer’s Ecological Context, Discussing the Development of Resilient and Low-Carbon Cities
The opening session was chaired by Dean Wang Xingpeng of the College of Water Conservancy and Architectural Engineering, Tarim University. Vice President Zhang Liqiu of Tarim University delivered the opening remarks, introducing the historical background of Alar City and Tarim University, as well as the university’s educational development. He also extended a warm welcome to experts and scholars from China and abroad.
Keynote Reports: Focusing on Safety Resilience, Thermal Adaptation, Flood Recovery, and Low-Carbon Planning
The conference invited a number of distinguished domestic and international experts to deliver keynote reports. Professor Sisi Zlatanova from the University of New South Wales delivered a report titled “3D Analysis for Safe and Resilient Cities.” Professor Ali Cheshmehzangi from the University of Queensland presented “Heat Resilience by Design: Lessons from Persian Vernacular Architecture in Arid Climates.” Professor Liang Emlyn Yang from Ludwig Maximilian University of Munich gave a report titled “Spatiotemporal Dynamic Modeling of Flood Resilience.” Professor Long Ying from Tsinghua University delivered “Post-Disaster Building Restoration Lags Behind Socioeconomic Recovery from a Global Perspective.” Professor He Baojie from Chongqing University presented “Thermally Resilient Urban Planning and Design.” Associate Professor Huang Jianxiang from Tsinghua Shenzhen International Graduate School delivered “Climate-Adaptive Design of Urban Clusters.” Professor Zhang Qingyu from Zhejiang University presented “Spatiotemporal Evolution and Driving Mechanisms of Carbon Benefits in Terrestrial Ecosystems.”
The keynote reports covered topics including three-dimensional spatial analysis, architectural experience in arid climates, flood resilience modeling, the relationship between post-disaster building restoration and socioeconomic recovery, and thermally resilient urban planning and design. These presentations responded to the practical needs of urban safety and resilience building under global climate change, while also showcasing the latest progress in low-carbon city research in areas such as data analysis, planning and design, spatial governance, and interdisciplinary integration.
Oral Presentations and Youth Exchange: Demonstrating the Vitality of Climate-Resilient and Low-Carbon City Research
During the afternoon oral presentation session, speakers from Ludwig Maximilian University of Munich, Tarim University, Zhejiang Urban and Rural Planning Design Institute, Xinjiang Agricultural University, Xinjiang University, Chongqing Jiaotong University, Zhengzhou University, Chengdu University of Technology, and other institutions presented on topics including urban climate adaptation policy analysis, three-dimensional compactness in rail station core areas, carbon reduction strategies for rural housing, tactile thermal risks of urban barrier-free facilities, high-quality urban development in arid regions, ecological effects of photovoltaic development, early warning of land ecological security, the response of construction land expansion to surface thermal environments, mapping of desert riparian forests, urban carbon footprints, street trees and particulate matter transport, collaborative development pathways for mountain cities, regional resilience under water resource constraints, and the evolution of social vulnerability.
These reports covered policy evaluation, spatial analysis, remote sensing monitoring, ecological security, urban design, energy development, and regional resilience, reflecting the interdisciplinary nature and practical value of research on climate resilience and low-carbon cities. The conference also included an award session for outstanding student oral presentations, encouraging young scholars to showcase innovative achievements, improve their academic communication skills, and promote continued exchange among different regions, institutions, and disciplinary backgrounds.

Finally, Conference Chair Dean Wang Xingpeng of the College of Water Conservancy and Architectural Engineering, Tarim University, delivered the closing summary, affirming the academic exchange outcomes achieved by the conference. The successful convening of the Second International Conference on Climate Resilience and Low-Carbon Cities (iCCRLCC 2026) established a high-quality international academic exchange platform for fields related to climate resilience, low-carbon cities, and sustainable development. Participants noted that the conference closely addressed key issues such as urban climate risk response, low-carbon transition, green infrastructure, smart cities, and community resilience building.
